Juvenile Justice Reform: California’s juvenile justice system has been revamped criminal  to recognize the importance of rehabilitation and the adverse effects of harsh punishment on young offenders. In 2018, the passing of Senate Bill 1391 made it illegal to transfer 14- and 15-year-olds to the adult criminal justice system. Overcrowded Prisons: California’s prisons have been packed for decades. California addressed this issue by implementing early release, diversionary, and alternative sentencing programs.
